The Global Industry End User Members of the Association needed a fundamental definition of an electronic notebook to define its path forward, because an electronic notebook could mean so many things to so many people. For years, vendors and other developers pitched products purported to be "electronic notebooks." However, when all user roles reviewed the systems (scientists, R&D managers, patent attorneys, industry regulators, information technology specialists), all current systems in 1997 were found lacking several required features. This caused too much confusion and liability for those systems that don't meet an objective definition. If systems are to be used in regulated industries where patents are filed, then all these important users' requirements must be met.
This need for a consensus definition drove the CENSA End User Members to develop the following definition for the community of concerned users, which includes users in every developed country of the world that need to protect intellectual property.
The consensus definition agreed upon by all CENSA End User Members is:
"AN ELECTRONIC NOTEBOOK IS A SYSTEM TO CREATE, STORE, RETRIEVE AND SHARE FULLY ELECTRONIC RECORDS IN WAYS THAT MEET ALL LEGAL, REGULATORY, TECHNICAL AND SCIENTIFIC REQUIREMENTS."
